Note:"Scherer (Harvard) is, arguably, the world authority on industrial organization, and he was chief economist at the US Federal Trade Commission. The context of Scherer's work is that, over the 1964-92 period, total production of industrial countries increased at an average rate of 9 percent per year, while the value of exports increased at 12 percent per year and cross-national boundary lending and borrowing increased at 23 percent per year. Thus, while the world is "... organized politically into nation-states with sovereign governments ... increasing economic integration ... undermines the autonomy of national governments." Scherer explores the interface among competition policies (national in scope) and the (necessarily internationally oriented) integration, trading, and investment policies. In chapters 2 and 3, he surveys international trade, investment, and competition policies in the US, Germany, England, and Japan over the last two centuries, and European Community competition policies over the last 40 years. He assesses the primary challenges to nationally based competition policies in an interdependent world in chapter 4. In chapter 5, Scherer details 11 procedural improvements in a time-phased fashion to deal with the complex interface of national and international economic policies.
